The challenge is that register offices vary enormously: some occupy historic civic buildings with wonderful ceremony rooms; others are functional modern spaces with little inherent character. The Register Office Ceremony Space

Most register offices offer two or three ceremony rooms of different sizes. When booking a register office wedding, ask specifically to view the ceremony rooms and choose accordingly:
