There is no single right answer, but speeches after the wedding breakfast (at the end of the meal) rather than before tend to produce better photography. Couples who have just eaten together, relaxed with guests, and had a glass of wine are more emotionally open during speeches than couples who are still in the formal, slightly tense pre-meal phase. However, some couples prefer speeches before the meal to get them out of the way — which is entirely valid, and the photography adjusts accordingly.
